Hmong leader visits Fresno

FRESNO -- A revered leader of the Hmong immigrant community urged his people to remain united in his first public appearance in California since he was arrested for an alleged attempt to overthrow the communist government in Laos.

Former Laotian Gen. Vang Pao addressed thousands of supporters Wednesday at Fresno's Hmong International New Year celebration, believed to be the largest of its kind in the United States.

The 78-year-old general thanked Hmong immigrants for their support, but did not address allegations that he helped lead an elaborate coup attempt organized by Laotian refugees in the United States.

Vang Pao, who led thousands of Hmong mercenaries in a CIA-backed secret army during the Vietnam War, is one of 11 men who was accused in the alleged plot and arrested by federal agents in June.

Since July, when he was freed on bail, he has rarely left his home in Southern California.

A crowd of people dressed in clothes traditional among the hill-dwelling ethnic group parted as his limousine arrived, and they clapped as the general ushered in the Hmong new year, which began Wednesday.

"Friends and family, in the last six months we haven't seen each other and I know that you have missed me," Vang Pao said, addressing the crowd in Hmong. "I have missed you, too. I remember your love."

Organizers of this year's festival said they expected record attendance given the community's distress over the case. Among those charged in the indictment is the founder of Fresno's annual new year celebration, who didn't attend Wednesday's event because he was under orders not to associate with Vang Pao and other defendants if lawyers weren't present, a friend said.

"Everybody feels that we have been betrayed," said Pao Fang, executive director of the Lao Family Community, a Fresno-based nonprofit that provides vocational training to the area's sizable immigrant community. "The general is the one who has most sacrificed and he who was fighting to protect U.S. democracy."

Though Vang Pao's guerrillas ultimately lost to communist forces, most Hmong veterans still regard him as a hero.

Tens of thousands of Hmong immigrated to the U.S. after the war, the majority settling in California, Wisconsin and Minnesota.

But prosecutors allege the general and other men never accepted the communist government that took power in their native Laos, and plotted to buy nearly $10 million worth of machine guns, anti-aircraft missiles and other weapons to overthrow the regime.

If convicted of violating the Neutrality Act and conspiracy and weapons charges, they face the possibility of life in prison.

"There is no conspiracy to overthrow any country by any violent means, period," said Bill Portanova, an attorney for Vang Pao's co-defendant Lo Thao, 53, of Sacramento. "This is nothing more than honorable men trying to help people who were being hunted like animals in their own country."

The federal judge will take up the case again on Feb. 20, when attorneys are next scheduled to appear in court.

" What Vang Pao did is to help the Hmong in Laos. Many in the jungle are hunted just like animal. If they get to the city they will be prosecuted as well. For example, we were hiding in the jungle since 1975 to 1979. We were hunted just like animal until 1979. Then we were moved to the Vang Vieng City. My parents were prosecuted infront of me. What the General does is to help the people in Laos. These days it is not only the people in the jungle are hunted just like animal,but we still have the Hmong in the cities with LPD government are secretly prosecute. These people have nothing to do with Vang Pao. What he did is not mean to destroy Laos. It have been 32 years after he left Laos. He have not seen he is sending any one to destroy any building in Laos and kill any of the Lao government or innocent people. He had asked the Lao government for peace, but there is no answer to him for peace for his pelple in the jungle to prosecuted people in Laos. "

" We considered Vang Pao as a hero. Why he is hero? Hmong Hab moved to Laos in many years. We were treated as barbarian and uequal in term of politic and education. When Vang Pao came in power in the 1960s we were be able to go the cities and get education, schools were build in the Hmong villages, we were had our representative in Vietiane, and Hmong were not afraid Laotian. While I am not here to discuss the merits of his pending case, I am here to praise his unwavering support of our community. It is interesting to read from journalist and the like that we are still labeled as refugees. We are proud Americans vying for the same thing as our ealier inhabitants of this great nation. Let's not focus on the negativity but dwell on the great contributions our people has made to not only America but the world. I think we should focus on the educational advancement of our community given that we came from an oral culture. The U.S need to dismiss the case and take a very serious look at the Hmong issues in Laos. As to what the Americans owe to the Hmong is in question. To me, people need to grow up. The Americans hired the Hmong once to do just a side job; and they get paid. There has never been a hard evident of contract; perhaps only hand shake or/and verbal agreement that isn't legally enforceable. Nontheless, the payment to Hmong had been over paid; 300,000 strong Hmong now live in the United States vs the handfull criminals in the woods. Let's allocate any resource to build the Hmong community in the US instead of those jungle nuts.

" The US oversea politic is a corruption politic. The White House never recognized whatever they had done in the past. When the Americans went to Vietnam War. President John F. Kennedy ask the King of Laos for help to protected the Hochimin Trail where the American airmen may be in POW. Mr. Gen. Vang Pao was assigned by the king to support the US-Vietnam War. By the time that America fail the war, they took Mr. General in exile, never solved the problem of exile for him. The US government forced him to became a US citizen, then find the way to trapped him and put him in jail. This is a corruption politic and also a corruption nation. If the Federal Court charged Mr. General to be a guilty, that guilt might be fell back on the neck of the White House and the USA. I pray that God please help to judge with His faithful and just for this matter.

VP is a war hero whether you acknowledged or in denial of his achievements ...the facts are there.

For the Hmong people, who else has more influences in the Hmong society than GVP? So many of the self-proclaimed "Hmong leaders" cannot even lead their own families/clans, much less to lead the Hmong as a whole.

We all support VP for the right reason. I do support him too for his great Leadership from the 60s to 75. I just do not support the political game that him and his leaders around him play today. I believe that if we consult with the United States and the United Nation, the Hmong issue in Laos can be solve peacefully. One thing that we all should realize is that the more politic we play against LPDR from oversea will only heart the Hmong in the jungle of Laos.

A Hmong man does need to be strong but not this way. Strong only will not solve anything, you must be strong with common sense such as know when to win and when to loose.
