Lemoore entrepreneurs gain their identity

Daniel and Linda Bumpus have worked under a handicap for eight years. They provide professional body tattoos and piercing at their Lemoore business, but they weren't allowed to put the words 'tattoo' or 'body-piercing' on their business signs when they opened their business in the fall of 1999.

"I moved my family up here from San Diego and was told if I wanted to open my business it was do it this way or not," Daniel Bumpus said.

So the pair put up their business shingle as 'Creative Designs' and set out to earn the respect of the community.

According to the Bumpuses they still, after eight years, get people dropping in thinking they offer such services as graphic art.

That all changed at Tuesday night's city council meeting. By a vote of 4-0, with council member Willard Rodarmel still on leave of absence, the council modified the 1999 conditional permit.

The Bumpuses may now advertise on the front of their business what they actually do.

According to Bakersfield attorney Dennis Beaver, who the Bumpuses had contacted, the original permit was unconstitutional.

He said the city must respect the neutrality of free speech and must be fair when enforcing codes.

There is another body tattoo and piercing business within a two-block area of Creative Designs that does have the words 'tattoo' and 'body piercing' on its front windows.

Beaver spoke before the city council and encouraged them to do the right thing.

Also speaking in favor of the change was Lemoore resident John Plourde, who added that he was a member of the city council when the original permit was approved and didn't vote for it in 1999.

He said he felt the Bumpuses should not have to pay any additional fees to reapply for a new permit if the council decided to allow them to change their business sign to include the words. John Tyler also spoke in favor of changing the permit.

"The new sign will go up as soon as we can find someone to make it and get our plans approved," Daniel Bumpus said with a smile after the meeting.

" If I was the tattoo shop owner, I would sue the City of Lemoore for not allowing them to put there logo on their business over the last 8 years. A hick thought process was involved with the prior decisions which sounded illegal. "

" To Mrs. D: I am a young mother and I am the proud owner of tattoos; one symbolizes my bond with my younger brother, and my second piece is a tribute to my son (who I enjoy reading to quite frequently). I also plan on getting more after I give birth to my twins. Tattoos do not make you any less capable of performing surgery, reading, or raising a child. If you don't like it, then that's your right, but do not demean people who enjoy an alternate way of expressing themselves. My 56 year old mother-in-law is also considering getting one, so there's no age limit! "

" Wow- I can't believe it took so long for these people to be allowed to have a sign. Where I live there are at least 3 Tattoo places not to mention all the places that do tattoos and piercings. And they advertise in all sorts of places even at the doctors offices. I can be quite conservative about some things but I think tattoos are kinda cool sometimes. I think that people can go to far with them, like when they cover your whole body. If my church didn't frown on tattoos and I wasn't as chicken as I am I would get one. "

" Touche, Alejandro. I wouldn't be caught dead in a speedo, although I could wear one if I wanted because as I've mentioned in previous posts, I DO have a 30" waist. I'm not a fan of the Hanford dunlap that seems to be so popular these days (must be the sulfur in the water). To answer your question, I have a dragon on my right arm and an eye on my left arm. I tell my kids that I might be looking the other direction, but the eye sees all. It works on 3-4 year-old's. "
