Parents charged in death of girl, 4, at LNAS

Few details are available in the case of a 4-year-old girl who was allegedly killed by her parents at Lemoore Naval Air Station near the end of June. Christopher Joe Stevens, 28, was arrested by the Navy Criminal Investigative Service on June 22 on suspicion of involuntary manslaughter following a three-day investigation into the death of his daughter. A few days later, his charges were changed to murder and wrongful death of a child under 8, according to then-base public information officer Dennis McGrath.

Unconfirmed reports say that the child suffered severe head trauma, which the parents tried to pass off to medical personnel as the result of a fall against a coffee table. Sources also say that doctors did not believe this claim based on the nature of the injury, which may have led to Stevens' arrest.

Investigators with the District Attorney's office could not be reached to confirm these claims or to comment on their status with the investigation. Officials with NCIS refused to comment on the story when contacted last week.

Andrea Marie Stevens, 30, and believed to be the child's stepmother, was arrested at the Lemoore base on June 30 on suspicion of murder, assaulting a child resulting in death and willful cruelty to a child.

Christopher Stevens, who officials say works in the Fleet Readiness Center, was stationed at the base in December 2005 and has been a resident there ever since.

He is reportedly being held at the Kings County Jail in lieu of $500,000 bail, while Andrea Stevens is being held without bail.

" LNAS needs more and better mental health, domestic violence and child abuse treatment. The people they have doing this work are excellent, but there are not enough mental health workers or programs to service the needs of the LNAS community,

What does the Base Command need to do to increase resources to this population? With all the Iraq Vets, ongoing deployments, along with the usual issues of the stresses of military life, this segment of our community is underserved. "

" This story is beyond sad! As a mom of 3 young ones, I get the frustration of raising children. But how does one justify hurting a child physically, not to mention causing enough pain and trauma to kill a child. My heart aches so badly for this young baby who last thoughts and memories must have been why are daddy and mommy hurting me? Parents are the people who are suppose to love unconditionally, this is just so tragic! Although not many facts are available, my husband was working at the base the night of the arrest - this was not the first incident involving this family. " What a terrible thing to read. I am not buying the mental health issue. Post tramatic stress of a parent who had been deployed I can somewhat understand but from the sounds of it BOTH parents were charged with murder.....Even if one parent was mentally unstable that doesn't explain the other parent allowing this to happen. I would hurt/destroy/stop ANY person causing one of my children pain or bodily harm. Very unacceptable. Where was the friends or neighbors or family seeing or hearing anything. People don't wake up and decide one day after 4 years to start abusing a child. This had been happening for some time. I am a C.A.S.A volunteer (Court appointed special advocate) for tulare county and it is unbelieveable how many children in this valley are abused and how many are in foster care and in the system. It's terrible it had to go this far with no one reporting it. Rest in peace little angel, no one can hurt you now. "

Second, it is clear from the charges and bail settings what actually occured to this child and who did what. This case has nothing to do with PTSD. The step mom was not suffering from it and the father, looking at his current assignment, and decucing what his job description (rate) is,he has not been to war, so that claim is bogus. Also, If you run a google check on this woman, she has a myspace (which is private) and another social networking page (NetLog) in which she states that she has three other children, who do not live with her. " I didn't CONVICT anyone, I was going on the facts that said they were arrested. IF they did n't do this it will come out. Apparently the wounds afflicted to the child were enough to KILL her. " Maybe the parents have already been convicted in public opinion, but the truth is that the base is a small place and although it can be annoying everybody else DOES KNOW what is going on in other people's homes. There are so many things that happen here that the public never hears about, but we as residents do.This WAS NOT THE FIRST TIME THERE WAS A PROBLEM WITH THIS FATHER AND THIS CHILD. According to all of the news articles that I have found on this case, it is clear that the doctors in this case did not make a snap judgement. The base doctors were suspicious, but the hospital was not equipped to handle the type of pediatric trauma that Lily suffered, so they sent her to Valley Childrens. While there, those doctors examined her, declared her brain dead and concluded that the extent of her injuries did not match the story the parents gave. The father was arrested three days after she was taken to the hospital.I also found a story on another news site that stated that the father changed his story, in essence admitting what happened. Based on the fathers story, the step mother was arrested a whole 9 days after Lily's death. So, no, doctors are not God, but they usually have common sense. And, following the timeline of events, law enforcement, starting with NCIS, did not arrest first and ask questions later. These poor excuses for parents will get a fair trial... justice will be served for Lily. "

" i don't buy for one second that it had something to do with mental illness or deployment..for one thing the man was not deployed or recently came home from some long deployment besides the navy does pretty good in at least debriefing personel when it comes to long deployments, unlike other branches i.e. the army or marines. my husband is a sailor and has been so for 13yrs, i have 2 children from previous relationships and we share a 6yr old daughter, the only thing that sets him apart from most dads is that he tends to be on the strict side not only because he is navy but also cause his father was in the air force while he was growng up,but he has never inflicted any kind of abuse on the kids not even when we had the 6yr old..we understand that parenting can be extremely tough. there is no excuse for what this man has done to his own flesh blood, yes people this was his daughter..he fought his ex wife for custody because she was unfit in some way and look what happened he killed that poor baby.. he should get the chair "

Just the Benet Ramsey case see what happened 12 years later when new DNA testing was available it proved them NOT to be the killers of her and we all jumped on the band wagon and convicted them without ever knowing for sure or any solid evidence in the case. I live in base housing and it's sad when things like this happen because the facts do end up getting twisted around the more people talk about it. " To all that think that they are innoncent until proven quilty, in most cases that is the case. However, careful investigation went on before either one was arrested. They both are equally quilty of killing Lily Jane. Not to mention the mental abuse the older child was put through when she had to see what happened. Chris and Andrea were turned in twice for child abuse on Lily. Had she not fell through the cracks like so many other children do then maybe she would not have had to die. And yes Andrea was always taking some kind of pills for something and even had been know to partake in illeagal drugs so anything could have made her that way. She also thought she was a witch and could cast spells. However, she should not get off on some mental illness break, because she had no problem sleeping around on her husband with that guy in San Deigo last June or bar hopping all the time. Don't let her fool you she was a lot of things and this comes from someone who knows first hand. Justice will be served and I hope she gets 25 to life with outparole. "

Before you go believing what you read, this article doesn't even have the correct place of work listed. So maybe you should think twice before believing and assuming!! I do know everyone IS entitled to their own opinions, but really-- everyone should gather all the information before they definitively point blame. Most people who know Chris, know he absolutly loved his kids and would never hurt them on purpose! As for Andrea have also met her and agree with many of the comments about her that were left. This situation is very sad, and actually knowing this child and this family makes it even worse. My prayers are with with all the family and friends of Lily. The article did say "Few details are available in the case ,...." But the article was written almost a week ago. Several facts have been given about this case. I have been in contact with the Kings County District Attorney, NCIS, CPS and NAS Lemoore since the incident and the arrest. You see I am Andreas ex husband. We split up in 2003. I have full custody of the three children we have together and am so thankfull for that. Our oldest, was living with the couple and Lily at the time of the incident. I voluntarily let her go to Ca. to get some answers from Andrea, I could never give a 12 year old girl. Boy did she find out what kind of person her mom really was!
Lily should not have EVER been placed in harms way! Neither should my daughter, I thank GOD everyday she was not placed in the same danger this child was, but regret ever bringing her to her mother. With all the facts and knowledge from my daughter, being one of the persons who saw this happen, I know Andrea and Chris will recieve justice for what they've done. "

" I do not understand how the ex-husband and his current wife who both reside in Florida can even try to base their opinion on facts surrounding this case considering they are over 2000 away. It is well known that stories get stretched and facts get altered from one end of a ship to the other. Just imagine how twisted information becomes from one end of the cotenant to the other. "
