Elections file period begins on Monday

Election activity in Kings County officially starts Monday as the nomination period opens for seats on city councils, special districts and school districts. Some 52 local elections will be consolidated with this year's Nov. 4 presidential election. The filing deadline is 5 p.m. on Aug. 8.

Nomination papers for vacancies of the school boards and special districts are available at the Kings County elections office. Nominations for city council positions must be picked up at, then filed with city halls. The filing period would be extended for five days if an incumbent decides not to run.

City councils of all four cities have open seats this year.

In Hanford, seats for District B and C are up for election. Councilwoman Marcie Buford has said she would not run again for the District B seat. District C is currently represented by Councilman Dan Chin, who is expected to seek re-election.

In Lemoore, three at-large seats are up for election. These seats are currently held by Mayor John Murray, Mayor Pro Tem John Grego and Councilman Ed Martin.

In Corcoran, two seats -- currently held by council members Toni Baltierra and Jim Wadsworth -- will be open.

In Avenal, up for grabs are three seats, currently occupied by Mayor Harlin Casida, Mayor Pro Tem Charles Price and Councilman Alfredo Lara.

Persons interested in running for any of the public offices must follow certain procedures. For example, those running for the city council must sign a domicile declaration to prove their residency in the district they are running for. They also must collect 20 signatures of registered voters in their districts.

Following is a list of other public offices and all school and special districts having elections this fall (incumbents listed in parentheses):

Tulare County Board of Education: one seat (Katy Rominger)

Kings County Board of Education, Dist. 1 (Mickey Thayer); Dist. 2 (Joe Hammond); Dist 5 (Jim Kilner)

School Districts

Armona Union School District: two seats (Gus Amos, Eric Hodson)

Central Union School District: three seats (L. Yvette Casillas, Patricia Jerrod, Paul Newton)

Corcoran Joint Unified School District: Area 2 (Sid Palmerin); Area 4 (Hugh Bello)

Delta View Joint Union School District: two seats (Shawna Bernardo, Jeannine Brasil); one short-term (Tenessa Popejoy)

Hanford Elementary School District: Area 1 (Tim Revious); Area 3 (Dennis Hill)

Hanford Joint Union High School District: Area 2 (Alfred Benavides); Area 5 (Robert Hill)

Island Union School District: two seats (Kellee Wheatley, Jill Naylon)

Kings River-Hardwick: three seats (Troy Barnhart, Robert Lohse, Adam Medeiros)

Kingsburg Charter Elementary School; two seats (Frank Yanez, Constance Lunde)

Kingsburg Joint Union High School: two seats (Blake Carlson, Rick Jackson)

Kit Carson Union School District: two seats (Andy Atsma, Mike Azevedo)

Lakeside Union School District: three seats (Carol Farris, Judith Horn, Brandon LaMattino)

Laton Unified School District: three seats (Evelia Garcia, Richard Alves, Earl Yecny)

Lemoore Union School District: two seats (Stephen Todd, Shawn Beck)

Lemoore Union High School District; two seats (Kathy Neves, John Giovannetti)

Pioneer Union School District: two seats (Doug Wisecarver, Beverly Rodriguez)

Reef-Sunset Unified School District: three seats (Glenn Tuck, Larry Bunch, Ricardo Vergudo)

Riverdale Unified School District: Area 6 (Jean Errotabere)

Traver Joint Union Elementary School District: one seat (Erlinda Esquibel)

Tulare Joint Union High School District: two seats (Joe Cardoza, Karen Hill)

Waukena Joint Union Elementary School District: two seats (Ray Soto, Joseph Machado)

College of the Sequoias: Ward 5 (John Zumwalt)

State Center Community College: TA 2 (William Smith); TA 3 (Ronald Fever); TA 5 (Philip Forhan); TA 6 (Patrick Patterson)

Hospital Districts

Avenal Hospital District: two seats (Kenneth Brown, Rocky Wallace)

Corcoran Hospital District: Zone 3 (Frank Stiger); Zone 5 (Bruce Salazar)

Irrigation Districts

Stratford Irrigation: two seats (Louise Rodrigues, Scott Stanton)

Stratford Public Utility District: three seats (Gerald Mercer, Ronald Bales, Jason Prior)

Kings River Conservation District: Div 2 (Masaru Yoshimoto); Div 4 (Mark McKean); Div 6 (Ceil Howe Jr.); at-large (Alvin Quist)

Community Service District

Armona Community Service District: three seats (Ed Bitner, Mike Watson, Irene Dillon)

" Okay, talk has been cheap until now. Now it is time to put our votes to work and get new representation for City Council. Out with the good old boys and get some new fresh blood, ideas, and integrity working for us. Lets hope Buford sticks to her word and doesn't run makes things that much easier for us. Come on Fred Dog who are some of the best leaders in this town that aren't attached at the hip to the current "good old boys"???? Where is Blue Falcon when you need him??? LOL! "

" As I've recently said I hope Mr. Simon Lakritz will put his hat in the ring again. As for Blue he is busy putting his first home together and reuniting with his family to become involved right now and I respect that, but that doesn't mean that some of that fresh thinking blue blood from Naval Air Station Lemoore that live in these two districts can't participate. It might be a breath of fresh air to this city. Actually a couple of names do come to mind but I don't know if they live in the districts or if they would be interested but Fred Montes and Tom Coplin come to mind as stand up men who you can take their word to the bank. Both of these men have a history in law enforcement. If interested I think Alejandro would be a good caring man of character to represent this fair city. How about it anyone who has the benefit of the entire city at heart and isn't a special interest monger step forward and be counted now, when we need you most. "

" Just stay away from anyone with the last name of Dowd/Bufford/Chin/Misenheimer and elect some new blood who don't have any connections with the other members until they sit next to them on the City Council and we have to be better off than we are now. If my health was better I'd run just to be a thorn in their side, but just got back from a bout in the hospital so now is't a good time to take on anythng else. But you can bet I'll keep up the fight for a better Hanford right here, where I can and will continue to try and hold people in this town accountable to all of the residents not just an elite group of residents. Market Place needs to be put back on the Civic Auditorium Lawn and it needs to be more famrer's market and vendor market and less self promotion of the City Council. I can't believe with the budget they receive that it isn't promoted better and more often through other media sources. Perhaps a change to Tuesday/Wednesday Nights considering Visalia also does theirs on Thursday Night now. "

" You know we have a vast communication market that we just aren't applying to the cities welfare the way other cities do. We have Comcast Cable who should be invited to come and film and possibly we could purchase a bit of commercial time from them for their Comcast Cable Local side of television. Many times that is a free service to help a community promote itself, much like you all felt the Huell Howser video did. For that matter why not video our own community ourselves and promote it through sales at the Market, and county fair and various other means throughout the year? No one says we can't put up a booth at our own county fair and promote our fare city to all who come and enjoy this event. Schedule more than one Renassiance Faire per year, car shows, bike shows, more arts and crafts demonstrations. Family Day in the park in front of the Civic Auditorium where families can come out and have huge block parties and meet more than the Smith's next door. Put some of the small town flair back into this bigger town atmosphere. "

" During some of the events on weekends and through the week during summer months why not have more get to know who's on patrol of your streets, promote more neighborhood watch activities, updates on gang control and what to expect in the future that will make our streets safer and more readliy available to it's law abiding citizens. One of the major threats in gang violence in Southern California was achieved when the gangs got neighbors afraid to be involved in their neighborhoods. We need to take our streets back and let these young people know that doesn't work here in the Central San Joaquin Valley. These streets were and are our streets first and foremost and we will do what we have to do as a community to protect ourselves. This should not fall strictly on law enforcements shoulders, we are on the streets more and longer than they are, we are here 24/7 they put in a shift and go home. Policing is the responsibility of everyone who lives in a community to ensure the safety of their own families while being curteous to your fellow citizens and respecting them as well. "
