County zeroes in on re-entry prison location

The latest report by the county now reveals that officials were looking at some 14 properties across Kings County as possible state re-entry rehabilitation prison sites over the past three months.

The county could submit up to three properties to the state, but they are rather zeroing in on just one property: a parcel at the corner of Highway 43 and Lacey Boulevard.

On Tuesday, the Board of Supervisors will review the land acquisition prospects for the 500-bed re-entry facility -- the state's new attempt to reduce the re-offense rate by helping inmates who want to go straight before going back into society during the last year of their sentences.

By building the facility, the county will get $30 million in return from the state to expand its overcrowded jail.

The county could submit up to three potential sites for the state's review, but the administrators are recommending the decision-makers enter an agreement with the state for just the Highway 43-Lacey site.

In other business, the board will consider approving a professional agreement with Taylor Teter for the design and construction oversight of the multi-purpose building proposed as part of the Burris Park outdoor educational program master plan.

The board is also scheduled to consider approving a contract with the state for a program designed to enhance the local ability to reduce the burden of asthma in residents.

Today, the supervisors were scheduled to review the proposed county budget and final changes to the spending plan for the next year, as the California budget impasse hit Day 56 after deadline.

The county decision-makers in late June adopted a preliminary budget calling for a $7.5 million spending cut over last year's $222 million. Although this year's budget is lower at $215.8 million, it places general fund expenditures at $167 million, a slight 3.5 percent increase from last year's $161.3 million.

General fund, the only discretionary money in the budget, pays for the county's everyday operations, including law enforcement and public safety.

The county is currently on a hiring freeze.

The budget calls for eliminating 8.85 full-time equivalent positions that are currently vacant, but county officials say there won't be any layoffs.

The Board of Supervisors meets at 9 a.m. Tuesday in the Board Chambers, 1400 Lacey Blvd., Hanford.

That is the least developed and blighted area in the City.

Oh, I get it . . . the released criminals need only take a short walk west on Lacey to feel at home once again.

Great way to go, Spikes et al.

I would agree to the location that was depicted in the Sentinel a few days ago: right on the campus and grounds of Corcoran Prison.

Safe and sound area down there with a good track record for community safety.

And do we really want a huge prison welcoming drivers into the area from the 99-198 corridor?

Isn't anyone thinking about this rationally?

C'mon Citizens: SPEAK UP! "

" I respectfully request that the Board of Supervisors, when contemplating this facility, give consideration to the surrounding homes in the area they are looking at. Yes, the homes are a little distance away but, would you want your children and grandchildren living in such close proximity to such a facility?? Are we not also encountering the possibility of a serious water shortage for our County. "

The board of supervisors really need to reconsider the propsed location. I do not live near this propsed site nor do my children attend Kit Carson school, but I fel for the residents of El Rancho and other neighbors near by as their safey will now be compromised and their home values will definety go down even more. If my children attended Kit Carson I would also be worried about their safety. "

" it was between this land and near Koinonia Church. so obviously the county chosed this land. i think the county wanted this re-entry facility to be in Hanford and not Corcoran. Also there would be no way the county would of put this facility in north hanford or west hanford. As Alenjandro said, the county chosed a blighted area with little development, i think it makes sense. Also the facility would not look like a prison! it was between pre-school kids or animals.. "

It was just passed that our tax dollars now are going to pay for bra's for men that is there right!!

I am a hard working mom that has a hard enough time buying my own and feeding kids,house pmt. I think all of us should be told where our hard earned money is going in the prison....The rest of us that choose to work for a living paying for gas for our car's to go buy food and they get there's handed to them then have the nerve to complain if it is cold...Come on now let's hear from some C.O.s that have to listen to prison whinning and give the inside scoop...And make Arnold fess up to what he has passed as prisoner rights!!!!! The State of Californai has told Kings County that this facility must be within the city limits of Hanford. The other sites in Corcoran, Avenal and Lemoore have been eliminated by the state selection committee or in Lemoores case the city itself.. What site would you propose for this facility that meets the criteria? Any site in the city of Hanford will end up being close to homes and much closer than 1 mile to a school making it unacceptable to the state. "

" I like the fact that the CDC is actually going to finally start some Rehab!!! Not all prisoners are going to be locked up 25 to life. and for those who are reentering society should have the opportunity to become readjusted to the society. Some people make mistakes, they pay their debt t society and it is only fair that society gives them a stepping stone to get back to being a functional member of society. The location is fine...Sex offenders live in various part of the city and I don't hear anything about them...Give people a chance what if it was you? "
