There isn't any discrimination of those who "speak their own language", but they may be of some who do not speak English at all, and made no attempt too (assimilation). Recall English lessons are part of the legal immigration process...
As far as being a "victim" of subprime loans, it doesn't matter what your immigration status is, or even your race, color or sex, etc. You signed up for something you couldn't afford. The real victims are the taxpayers who will bail those out who selected and defaulted on subprime loans. Loans engineered by the government who created that problem in the first place via Freddie/Fannie and general home loan manipulation against common business sense.
