Multiple high-speed pursuits rock Rancheria

Local law enforcement is reeling after three separate vehicle chases broke out in the Santa Rosa Rancheria area within the past week.

These late-evening and early-morning incidents are the latest in a string of high-speed pursuits that have originated in the Kings County reservation.

At least four incidents have been recorded by The Sentinel between January and May of this year, while officials say the total tally is much higher.

The Kings County Sheriff's Office is searching for Walter Jeff and Cesar Valdivia, two men who have alluded capture within the last week.

Jeff, a wanted parolee, was seen driving at 1:21 a.m. on Saturday in the area of 14th and Iona avenues.

A deputy pursued Jeff, who was positively identified by law enforcement, as he fled into the Rancheria area at high speed.

Sgt. Mark Bradford said that because of Jeff's reckless driving, the deputy tried to pin his truck against a vehicle. However, the man was still able to escape by driving straight over the front end of the patrol car.

Jeff eventually fled on foot in the Mussel Slough area, according to Bradford.

The two other chases reported near the Rancheria involved a different suspect, according to deputies.

Valdivia, 19, is wanted on suspicion of felony evasion in a vehicle and driving with a suspended driver's license.

On July 12, a white Chevrolet pickup with Keller Motors paper license plates raced through a stop sign south of Lemoore. A California Highway Patrol vehicle saw the truck and chased it, according to CHP spokesman Jerry Pierce, but was unable to catch up with it in time.

A description of the vehicle was distributed to local law enforcement.

The truck turned up again on Friday morning just before 1:30 a.m. Deputies spotted a vehicle that matched the description leaving the Tachi Palace Hotel and Casino, according to a Sheriff's Office news release.

The truck failed to stop for the deputies and led them on a 20-minute car chase throughout the Rancheria area.

CHP officers deployed spike strips on the road to stop the truck, deflating three of its tires.

The driver continued on to a residence on Yocut Court despite the damage to the vehicle.

He then took off on foot, jumped a fence and disappeared into the area of Jeff Court, the news release said.

Deputies tried to chase after the man with a canine unit, but they were "hampered" by a large Mastiff loose in the yard the man fled through. The news release said the dog had to be shot with a stun gun to keep it from attacking the canine and its handler.

The Sheriff's Office towed and impounded the pickup truck after the pursuit.

A man later identified as the brother of Cesar Valdivia called the Sheriff's Office hours later and reported the vehicle stolen.

"Evidence obtained by KCSO clearly indicated this was a false report and Valdivia was indeed the driver of his vehicle when it was being pursued by KCSO deputies," the news release said.

Valdivia is wanted for his alleged part in these two incidents.

Alan G., IYHO, is it real stunt driving or just good old SFX?

With all of these high speed chases and awesome maneuvers, we better get out the new SWAT armored vehicle ‘thingy' to protect us all! Or just practice the run to keep up team qualification... "

I think if you would take one of those nice Charger Police Cars and put 4X4 drive underneath it. Crank up that Hemi a notch or two and it would catch anything funning out in the fields out at the Rez. Just a personal opinion. "

" The issue is not that the sheriff cars are unable to keep up with or catch these guys, the issue is that they drive so crazy out there and it's got to the point that when one of them is lit up it's an automatic car chase because they do not stop for any law enforcement vehicle that they see (with lights on) in their rear view mirror. The other thing is that they automatically flee into the slough in order to dust out pursuing law enforcement vehicles. If you have never been out there, go check it out, it's funny but that is a place in the middle of the county that is as lawless as the ole west. "

The Tribe is in fact considered a sovereign nation but in 1959 (because it's a Rancheria not a Reservation) the Federal Government place law enforcement authority with the County Sheriff. From 1959 to present the Sheriff has jurisdiction for all crimes committed on the Rancheria. If you read the article, the recent chase started on Iona Avenue at 14th Avenue. Are you suggesting law enforcement not chase or attempt to apprehend when it's learned the suspect is an Indian? Also, there is no Tribal Police force nor a court system on the Rancheria, Al crimes committed by Indians appear in the same courts as you and I. The State and Federal Government will not allow a Police Force on the Rancheria because of the corruption within the tribe. Could you imagine if they had one? It would be like corrupt Mexico. "

If you committed a crime in Laton and got back across the county line, you were home free. The Laton Constable had no authority in Kings County.

How naive, don't you know that its the one with money who beats the rap? It seems money isn't a problem since the casino became a casino instead of a bingo palace. I hardly think anyone who is truly innocent is going to go to jail in Kings County because they live on the rez.

As for them having the ability to govern themselves, that is guaranteed under sovereingty. They don't need a physical court with a jailer. Their customs take care of the truly criminal element long before Kings County has a chance to many run back even though they've been outcast already. Ya, times change I guess. Bet it would have been funny to see the Constable chasing after someone in a "high-speed" horse and buggy pursuit! BUT, in this day in age it's a lot more dangerous with things called 'automobiles". You never answered my question? Should the Sheriff call the chase off when he/they learn that they are chasing an Indian? Just wondering you view on this one. On another thought, it sure seems unfair that the Sheriff spends a lot of time at the Rancheria and they don't pay taxes to the County to at least help in services. Have a Great Day! "

" Are there any Tribal Courts in this valley or that state for that matter? I know Fresno County Sheriff also has jurisdiction on their Indian lands. Maybe it's California wide that the Federal Gov't gave local Sheriff's jurisdiction on all Tribal lands in California. "
