Downtown study panel members named

Nearly a month after Hanford city leaders committed themselves to creating a workable vision for downtown east, they have created an 18-member steering committee to drive the process for the next three months.

The Hanford City Council created the key committee, appointing a group of individuals representing a cross-section of downtown interests. The kick-off meeting for the committee is set for Aug. 29 at 9 a.m. in the Training Room at City Hall, 319 N. Douty St.

Among the key appointments made Tuesday were the following eight business and property owners from the project study area, which encompasses the east side of downtown between Harris Street and 10th Avenue:

--Steve Banister, Art Works owner. Banister is a National Main Street member and a Taoist Temple Preservation Society member.

--Miya Farms, Inc., which owns the old Keller Motors property on East Seventh Street.

--Pauline Hershey, All Valley Printing owner. She is involved in the previous downtown visioning process.

--Wyleen Luoma, Temple Theater owner. Luoma is a member of the Kings Players Board of Directors.

--Robert Lowe, a property owner and an architect. He is an Instructor at Westwood College in Anaheim.

--Steven Oliveira, a property owner. He is a Knights of Columbus member.

--Raymond Sandoval, a homeowner. He is a Babe Ruth Little League coach and vice president of Carpenters Local 1109.

--Arianne Wing, Imperial Dynasty owner. She is president of the Taoist Temple Preservation Society and a member of the Kings Regional Health Foundation Board.

Richard Aguilar, owner of a Seventh Street autoshop, has been named an alternate.

Four others were appointed from the Business Improvement District outside the study area: Jim Olivas, Chas Rhoads, Matthew Stoll and John Zumwalt. Sandra Dawson was named an alternate for those members.

Joining the steering committee will be Hanford Mayor David Ayers and Councilwoman Sue Sorensen, as well as representatives from three of the city-funded business promotion organizations, Main Street, the Hanford Chamber of Commerce and the visitor agency.

The Lemoore Naval Air Station will also be represented in the process through Roman Benitz, community planner and liaison officer.

In July the City Council hired consultant M.W. Steele to facilitate the study and planning process for a section of the historic downtown district that officials say has been underutilized. Establishing the steering committee was the first order of business in the public process.

For the first meeting on Aug. 29, the consultant is expected to present his first report on the inventory and assessment of existing conditions of properties within the study area. The committee, as well as members of the public, will participate in a "table-top" exercise to brainstorm a range of development possibilities for the area, said Deputy City Manager Hilary Straus.

This will just be the first of a series of meeting to be held.

The steering committee will meet four times and two public meetings will be held over the next three months, according to plans released by the city.

I believe Watchdog – and correct me if I am wrong – mentioned a “good ol' boy” list which is an old and oft-used business and political phrase not necessarily meant to exclude women in today’s world. Sorry Deb.

What interests me is that these ‘stakeholders’ enumerate a recurrence of local action players whose name(s) are prominent in the public’s eye through politics or commerce or education or other investment. Some have been around a long, long time in my personal observation, since at least 1990.

Which raises the possibility of preferential granting of public funds or disproportionate zoning or government grants or favoritism in granting taxpayer resources, etc. which we citizen taxpayers might not get a chance to vote on or otherwise approve.

This potential needs to be kept an eye on as a function of this newspaper as well as by an informed public – dare I say it – watchdog. "

You want an informed public "watchdog", then why don't you and Fred (who claims to be a watchdog but isn't) go to all the Committee meetings and keep an eye on what they are doing? The meetings are open to the public. The first one is tomorrow (Saturday) and will take all the public input they can get.

Somehow, though, I don't expect to see either of you there. It's so much easier to cast aspersions on others and complain in this format than it is to actually do something! "

Also, the Sentinel printed an op-ed column 'From the Publisher Desk' about a year or so stating just this purpose.

Journalists and reporters consider it THEIR job to be watchdogs - public guardians - of truth; an anti-corruption function by reporting publically the facts and connections between events.

When publicly elected or appointed government figures meet, the press should be there to monitor and report. You would think so.

Not everyone is able to do this for a plethora of reasons "transplant" as you undoubtedly know. "

Yes, I do know there are many reasons why someone might not be able to make A meeting, or even all of them. However, I also remember that when it was announced that the city was going to do this study, Fred immediately stated it wouldn't do any good and fought all attempts to encourage others to participate. He seemed to feel that all the information needed was being put forth by contributors to this forum.

Now, we need the newspaper to keep an eye on things to make sure of ... what, exactly? By the way, the press was there. I hope you will be satisfied with what they report. "

Citizen, at least two of the people you site here have clear conflicts of interest. Zumwalt is on record as being a paid consultant for David Paynter, the developer of such westside properties as Lowes and Target. Would Mr Paynter have a financial interest in holding eastside growth back until all land owned by his company developes and is fully occupied? Did Zumwalt disclose this to the city and yet was appointed anyway?

Jim Olivas is one of the listing agents on numerous properties to the west of Lowes and Target. This property was pre-zoned by the City of Hanford for both residential and commercial development. Since Mr. Olivas has a financial interest in seeing the westside of Hanford develop all the way to 13th Ave., wouldn't east side growth be adverse to his interest? Was this conflict examined by the city council? "

Your comments on August 30 baffle me, a little. What "begins"? Are you suggesting, not so subtlely, that the Committe is party to wrongdoing? Maybe you should call Eiji and ask him about the proceedings on Saturday. He reported nothing that would remotely indicate that the Committee (or the two men elected) did anything wrong.

To any of the others on here that are insinuating that people on this committee are somehow behaving badly: try going to the meetings and listening for yourselves. I was there (were any of you?) and I only heard enthusiastic people looking for a solution. Almost everyone on the committe either owns property or a business in the project area or next to it. Of course they have a vested interest in what happens there. And that's why they were selected. But it doesn't mean that any of them intend to do anything unethical.

Shame on any of you who won't go to functions and don't do anything to try to improve things, but find time to slander those who ARE trying. "

"It" refers to the "Downtown study panel" -
IT has officially begun and the press (Sentinel) has started it's news coverage.

Saturday's meeting. John Zumwalt did not ask to be nominated for committee chairman. At the beginning of the meeting we were all asked who would like to be committee chairman, nobody stepped forward. John was then nominated for the position. Hesitant, he then asked if anyone else could take on the position. After nobody volunteered he said he would accept the nomination and that is also the same for Jim Olivas. Being on the committee I feel these two men bring alot of knowledge and experience to the table. Instead of focusing so much on all these so called "hidden agendas" use that energy and try to bring some solutions to the next PUBLIC meeting. "
